The Ministry of Education and Human Resources Development (MEHRD) and the Solomon Islands Tertiary Education and Skills Authority (SITESA) have taken another step towards strengthening technical and vocational education by validating the TVET Policy Implementation Framework 2026–2031. The stakeholder validation workshop, held at the Honiara Hotel on 29 July, brought together representatives from government ministries, Rural Training Centres, the Solomon Islands National Unive...rsity (SINU), provincial education authorities, private sector employers and development partners to review the framework before its finalisation. The five-year framework is designed to guide the implementation of the Solomon Islands TVET Policy and establish a coordinated national training system. It aims to ensure that training providers operate under common standards, programmes respond to labour market and community needs, and learners—particularly young people and those living in the provinces—have clearer pathways to employment, self-employment and further education. The framework focuses on four key priority areas: governance and system reform, employer engagement, improving the quality of TVET programmes, and strengthening enrolment and progression pathways. It also outlines practical actions to make skills training more inclusive, industry-relevant and aligned with the country's national development priorities. Opening the workshop, SITESA Chief Executive Officer Constance Nasi said the framework represents a shared commitment to addressing the nation's skills challenges. "This Framework is more than a plan on paper. It is our collective response to the skills challenges facing Solomon Islands. Today's workshop is our opportunity to confirm that the priorities are right, the actions are realistic, and the arrangements for implementation are workable," Ms Nasi said. During the workshop, participants reviewed the Year One Action Plan, implementation roles, monitoring arrangements and potential risks. Their feedback will be used to strengthen the framework and ensure it is practical, accountable and ready for implementation. Once finalised, the TVET Policy Implementation Framework 2026–2031 will guide coordinated national efforts to improve skills training, strengthen the workforce and expand opportunities for Solomon Islanders to access employment, develop businesses and contribute to the country's sustainable development. Education Minister Outlines Progress on Major Education Reforms Minister for Education and Human Resources Development, Hon. Stephen Kumi, has outlined the Government's progress in implementing major reforms aimed at creating a more inclusive, equitable and responsive education system in Solomon Islands. Speaking in Parliament on Wednesday in support of the Speech from the Throne delivered by the Governor-General, Hon. Kumi reaffirmed that education remains one of the Governm...ent's highest national priorities. He highlighted the allocation of approximately SBD1.4 billion to the education sector in the 2026 National Budget as a clear demonstration of the Government's commitment to investing in the country's future. The Minister said the reform agenda includes the phased introduction of Free Education from 2027, the establishment of a Ministry of Higher Education, Skills Development, Research and Innovation, curriculum modernisation, improved teacher development and welfare, stronger education governance, and enhanced partnerships with provincial governments, churches, development partners and school communities. He told Parliament that these reforms are intended to build an education system that is inclusive, equitable and responsive to the country's development needs. To prepare for the rollout of free education, the Ministry of Education and Human Resources Development (MEHRD) has established a Free Education Taskforce to develop the policy, implementation framework, financing arrangements, governance systems and legislative requirements. Technical advisers supported by development partners are also assisting with education financing, grant management and implementation planning. Hon. Kumi said MEHRD is close to completing the revised Primary and Junior Secondary Curriculum, while work has begun on reviewing the Senior Secondary Curriculum and the Early Childhood Education Curriculum. By 2027, Solomon Islands is expected to have a coherent curriculum framework covering education from early childhood through to Year 12. He also announced that a STEM Education in Schools Pilot, supported by UNESCO, has commenced to better prepare students for emerging industries and future employment opportunities. The Minister said several pieces of legislation are also being progressed, including the Education Digital Transformation Policy and Bill, the Higher Education, Skills Development and Research Bill, the SITESA Amendment Bill, the Solomon Islands University of Technology Bill, and the National TVET Bill. These reforms are expected to strengthen governance, improve quality assurance and modernise the country's education system. Hon. Kumi further highlighted the implementation of the National TVET Policy and the development of a long-term TVET strategy to strengthen industry partnerships, improve training quality and expand access to technical and vocational education across the country. While acknowledging challenges such as financing free education, classroom shortages, teacher shortages, digital connectivity and access for rural schools, the Minister said these issues would require continued collaboration between the Government, Parliament, provincial governments, churches, school communities and development partners. "Our responsibility now is to translate policy into action," Hon. Kumi said. "The work ahead is considerable, but our direction is clear. Together, we are building an education system that will provide every Solomon Islander with the opportunity to learn, develop skills, contribute to our nation's prosperity and realise their full potential." EDUCATION REFORM FACES KEY CHALLENGES: KUMI | Education Minister Hon. Stephen Kumi says the Solomon Islands has made good progress in education, but important challenges still need to be addressed. Speaking in Parliament during his response to the Speech from the Throne, Minister Kumi highlighted issues including maintaining free education, building more classrooms, providing learning materials, improving teacher quality, strengthening education management, expanding digital services, and improving access for rural and remote schools. He said education reforms will require strong cooperation between the national government, Parliament, provincial governments, churches, schools, communities, and development partners. Minister Kumi thanked donor partners and education stakeholders for their continued support, saying their contributions have helped improve schools, increase access to education, and create better opportunities for students across the Solomon Islands. Front row- The 5 public servants who were selected for the JDS program to do their 2 years masters studies at top universities in Japan. Five more government officials have left to Japan to pursue two-year Master’s degrees studies under the Japan Human Resource Development Scholarship (JDS) program. Toward the end of last month, the Ministry of National Planning and Development Coordination (MNPDC) with the JDS project team hosted a send-off lunch for the second batch of scholarship recipients. The departing scholars comprises of two officers from the Ministry of Finance and Treasury (MoFT), one officer from the Ministry of National Planning and Development Coordination (MNPDC), one officer from the Ministry of Forestry and Research (MFR) and one officer from the Central Bank of Solomon Islands (CBSI). Speaking at the luncheon, MNPDC Deputy Secretary, Mr. Roy Mae, congratulated the departing scholars and wish them well. “Today marks a significant milestone in your professional and academic journeys. You were selected not only for your academic capacity, but for your demonstrated potential to lead, innovate and contribute meaningfully to our nation’s development upon your return,” Deputy Secretary Mae said. He said Japan is renowned for its discipline, innovation and rich cultural heritage therefore the second batch of the JDS program must embrace every opportunity. Mae reminded the scholars that they carry with them the hopes and aspirations of their respective offices, families and country. He thanked the Government of Japan, the Japan International Cooperation Agency (JICA) and the JDS Program team for their commitment to building the capacity of public servants in the Solomon Islands. Counsellor of the Embassy of Japan in Solomon Islands, Mr. Maruo Katsumasa, congratulated the new fellows and expressed enthusiasm for the growing partnership. “We are delighted to send off another five talented young officials and leaders to universities in Japan as our second batch. I am proud to see this historic commitment take a concrete form following the 10th Pacific Islands Leaders Meeting (PALM10) in 2024,” Counsellor Maruo said. He said JDS fellows will be admitted to top-tier universities in Japan. Counsellor Maruo urged recipients to maximize their time abroad to drive national growth upon their return. “Make the most of the advanced knowledge and expertise you will gain to drive the socio-economic development of Solomon Islands. Over the next two years, I hope you will deepen your understanding of Japanese society and culture so that when you return, you will play a vital role as a bridge between Japan and Solomon Islands,” Counsellor Maruo said. He encouraged the departing fellows to engage in daily research, enjoy discovering Japanese culture firsthand and stay actively connected to the JDS alumni community. JICA Resident Representative, Mr. Kawasaki Mitsuyoshi, proposed a toast at the luncheon to celebrate the milestone achievement of the fellows. Deputy Secretary of the Ministry of Public Service, Mr. David Suirawa, urged scholars to be good ambassadors in Japan. The JDS program is a Japanese grant aid initiative since 1999 that was designed to cultivate civil servants for future policy-making while building multi-layered, people-to-people networks in developing countries. The first batch of Solomon Islands public servants to travel to Japan under this program was in 2025. Applications for the third batch for the JDS program will open around August–September of this year. MNPDC Chief Planning Officer (Multilateral), Marlon Keni, is one of the recipient of the JDS programme. MNPDC Deputy Secretary, Roy Mae, speaking at the send-off luncheon at Mendana hotel last Friday.

PERCH STUDENTS JOIN KOREA EXCHANGE | Four teachers and four students from Perch Christian School have travelled to South Korea to take part in an international exchange program that promotes education, cultural understanding and leadership. Perch Christian School Director and Panatina Ward, Honiara City Council (HCC) Councillor, Lydia Yeo said the program began after discussions in 2019 involving then Opposition Leader, now Prime Minister Matthew Wale, former North West Guadalcanal MP Bodo Dettke, and Korean partners.
